Update Amazon RDS and Amazon Aurora SSL/TLS Certificates by August 22, 2024. Reset db usage statistics.

We will be performing upgrades on our site-wide search after business hours tonight. The update may cause short outages. Once the update is complete, it will take 4-5 hours before new documents begin to appear in search.
